China Blocks Meta's $2B Manus Acquisition, Founders Face Exit Bans

2026-04-27 07:05

China's National Development and Reform Commission ordered Meta to unwind its $2 billion acquisition of Manus, an agentic AI startup founded by Chinese engineers and registered in Singapore, citing unnamed "laws and regulations" on foreign investment. The ruling represents a significant extension of Chinese regulatory reach to a Singapore-domiciled company, with no specific law cited. Complicating any reversal: roughly 100 Manus employees have already moved to Meta's Singapore offices, the founders hold executive positions at Meta, and Manus CEO Xiao Hong and Chief Scientist Yichao Ji reportedly face exit bans preventing them from leaving mainland China. Meta said the deal "complied fully with applicable law" and expects "an appropriate resolution."
